The United Kingdom and France to Deploy Forces to Ukraine in the event that a Peace Agreement is Agreed

Placeholder Diplomatic Meeting

The British and French governments have formalized a statement of purpose concerning the positioning of troops in Ukraine in the event a peace agreement be struck with Russia, the British leader, Starmer, has stated.

After discussions with allied nations in Paris, he indicated that the UK and France would "set up defense centers throughout Ukraine and erect protected installations for weapons and equipment" to prevent any future attack.

The partner countries also suggested that the America would assume leadership in monitoring a halt in hostilities.

The Kremlin has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has as yet not responded on this latest declaration.

Context and Ongoing Conflict

The Kremlin's head Vladimir Putin began a comprehensive attack of Ukraine in February 2022, and Moscow presently occupies roughly 20% of the country's land.

"This constitutes a crucial element of our pledge to stand with Ukraine for the foreseeable future," commented the British leader.

Top officials and senior officials from the "Coalition of the Willing" were involved in Tuesday's talks.

Speaking at a combined announcement, the Prime Minister noted: "It creates the pathway for the legal framework under which allied and coalition forces could function on Ukraine's territory, protecting Ukraine's skies and seas, and regenerating Ukraine's military for the years ahead."

The PM also stated that Britain would take part in any American-headed confirmation of a potential cessation of hostilities.

Security Guarantees and Diplomatic Positions

Top American diplomat Steve Witkoff remarked that "lasting security guarantees and robust prosperity commitments are essential to a permanent resolution" in Ukraine – alluding to a key condition made by Kyiv.

He said the partner nations had "substantially agreed on" their work on agreeing such pledges "to ensure the citizens of Ukraine know that when this war ends, it ends forever."

The former US envoy, US President Donald Trump's special envoy, also took part in the talks.

Meanwhile, French President Emmanuel Macron stated that Ukraine's supporters had made "considerable headway" at the meeting.

He noted that "robust" safety pledges for Ukraine had been settled upon in the event of a possible ceasefire.

Ukrainian President Volodymyr Zelensky said that a "major development" had been made in the negotiations, but added that he would only view efforts to be "enough" if they culminated in the end of the conflict.

Recently, Zelensky said a peace agreement was "90% ready". Settling the outstanding 10% would "decide the outcome of the agreement, the future of Ukraine and Europe".

Unresolved Issues

  • Territory and security guarantees have been at the center of unresolved issues for diplomats.
  • The Russian President has often said that Ukrainian troops must pull back from all of Ukraine's eastern Donbas region or Russia will occupy it, rejecting any middle ground over how to conclude the war.
  • Zelensky has thus far excluded surrendering any land, but has suggested that Ukraine could withdraw its forces to an designated point – but only if Russia reciprocates.

Russian forces presently holds approximately 75% of the Donetsk oblast and some 99% of the bordering Luhansk region. The pair of oblasts form the area of the Donbas.

The initial US-led 28-point proposal that was circulated to the media last year was perceived by Kyiv and its European allies as being disproportionately favorable in Russia's favor.

This sparked weeks of high-level discussions – with the involved parties trying to adjust the document.

The previous month, Ukraine sent the US an revised framework – as well as additional documents describing prospective defense assurances and provisions for Ukraine's reconstruction, he stated.
